Tata Consultancy Services (TCS), Sybyl, and IXAfrica Data Centre have formalised a partnership to develop sovereign cloud infrastructure in Kenya and the broader East African region.

The companies signed a memorandum of understanding (MoU) aimed at providing secure, locally hosted cloud services that align with regulatory data residency and sovereignty requirements.

Under the partnership, TCS will deploy its Sovereign Secure Cloud solution, designed for government entities, regulated industries, and public sector organisations.

The cloud platform incorporates AI capabilities to support compliance with national and regional data regulations.

TCS will contribute architecture design, deployment frameworks, and security expertise informed by its international experience in IT services and consulting.

Sybyl will manage local implementation, ongoing technical support, and customer enablement, drawing on its track record as a systems integrator in East Africa.

Sybyl Kenya and Tanzania CEO Shailendra Yadav said: “Digital independence must deliver real gains.

“By running sovereign cloud in iXAfrica’s AI-ready campus along with TCS’ cloud expertise, we cut currency exposure, foreign policy risks, keep services reachable on local routes during outages, and create skilled jobs for Kenyans and Africans as a whole.”

iXAfrica will supply the physical hosting environment through its Nairobi-based data centre campus (NBOX1), which is structured to support scalable AI-enabled workloads and meet energy efficiency standards.

iXAfrica CEO Snehar Shah said: “Data sovereignty is the cornerstone of Africa’s digital future.

“By hosting Sovereign Cloud infrastructure within iXAfrica’s AI-ready campus, we are ensuring that African data stays in Africa, secure, sustainable, and ready to power the next generation of innovation.”

The initiative is said to address the growing need among African states for solutions that store sensitive data within national borders and operate under local legal frameworks.

Sectors such as financial services, telecommunications, public administration, and enterprise IT are expected to benefit from access to localised cloud infrastructure that supports both operational requirements and regulatory compliance.

In October 2025, TCS acquired US-based Salesforce Summit partner ListEngage to strengthen its expertise in Salesforce and agentic AI solutions for enterprise clients.

The deal is valued at up to $72.8m, excluding management incentives and associated costs.
