The apparatus includes a processor and memory with a computer program code that enables the device to acquire a configuration for secondary cells from the network, enter a radio resource control (RRC) inactive mode, maintain part of the configuration during the inactive mode, determine which carriers to measure during the inactive mode based on the configuration, perform measurements, and provide results to the network upon entering an RRC connected mode.
