By 2030, a concise AI Bill plus sectoral Codes of Practice may create a workable, innovation-friendly testing ground—stricter than the US, less prescriptive than the EU.

Meanwhile, the United Arab Emirates, Saudi Arabia, Qatar, and—to a different extent—Israel are building “state sovereign” AI regimes where data localisation, sovereign clouds, and culturally compliant behaviour become baseline requirements in critical sectors. Energy-backed “compute diplomacy” will be a strategic lever, and biometric/surveillance use will remain broadly permissible under centralised oversight.
