9. Tunis, Tunisia

A lot as changed in the Tunisian capital Tunis since the Arab Spring unrest — the country’s revolution, unseating the autocratic regime of Zine el-Abidine Ben Ali in 2011, led to a brief upheaval in the economy and now the young, highly-educated population has emerged as the country’s greatest economic resource.

Meanwhile a regional business hub called Tunisia Economic City is in development about 100 kilometres from Tunis, aiming to build a global city with a strong base in culture, tourism, education, and commerce.

Tunis is also considered to be the least expensive city for expats in the region.
